1990 GMC C2500 starter replacement

I am replacing my starter and positive battery cable, but as soon as I connect the both battery cables the starter turns over, no key in ignition, truck in neutral.

You might check the starter S terminal, The voltage for that terminal comes from ignition switch. Check for voltage on that circuit, could be issue with ignition switch or that circuit is shorted to voltage.
