Replaced thermostat(tested). Tested Water pump. Flushed system to check for blockages. No change. Wondering if a bad head/head gasket is the next likely place to check.

Doesn't matter if the cap's on or not. It's like there's considerable air pressure somewhere in the system.

Go get a head check done, this is a fairly simple and cheap chemical test to check for Co in the cooling system. If positive you will have a head gasket problem.
