I am working with a 1990 f250 I just replaced the thermostat, because I believed it to be getting stuck open, (low heat but full of fluid and gauge rose about a quarter of the way. I just put a new thermostat in and drove it about 60 miles, and it just now starts to heat up, so I replaced it with another thermostat and it heats up instantly, there is pressure in the radiator from the water pump, but it wont circulate im so confused.

Check the heater core and the heater control valve to include the air blend door-

I noticed that the upper radiator hose is full of pressure and the radiator is cold to the touch could this be a bad water pump? I dont believe the water pump is bad because its not leaking, no funny noises, and its not locked up.
