1990 Dodge Ram transmission?

Hello just bought a 1990 Dodge D350 truck at an auction with 30K miles on it, yes I am sure. While driving home it ran great except that it ran very high rpm at 60 mph and was slow to shift back down when I decelerated. While going up hills I lost speed with the gas pedal floored and the truck did not want to gear down or accelerate. Engine ran fine, did not overheat at all, just not smooth as I would expect. Took 3/4 tank of gas to travel 80 miles as the RPMs were so high just to travel 60 mph. Is this a transmission solenoid or controller issue? Been sitting for a couple years so I was hoping the highway drive home would blow the crap out of the thing and that it would run better afterwards but not the case. Ideas?

th is obd1 so not as advanced as today. check trans fluid if dark brown or black it needs a rebuild it may be a governor or valve body problem. or time for rebuild so have a trans guy take a peek at it.
