vent system not working 90 Acura Legend

My ac/heater vent system on my 1990 acura legend is not working. It will not redirect the air flow to any one position. What do I look for to make this repair?

FUNCTION CONTROL MOTOR DOES NOT RUN
LS & GS Models
11. Ensure dash fuse No. 17 (7.5-amp) is okay. Ensure 60-amp and 40-amp fuses in engine compartment are okay. Push FRESH button on heater control panel and turn ignition on.

2. Disconnect 8-pin connector from function control motor. Turn ignition on. Using voltmeter, measure voltage between Black/Yellow terminal and ground. If battery voltage is present, go to next step. If battery voltage is not present, repair open in Black/Yellow wire between heater control panel and fuse block.

3. Turn ignition off. Using ohmmeter, check continuity between Black wire and ground. If continuity exists, go to next step. If continuity does not exist, repair open between Black wire and body ground.

4. Inspect function control motor. See FUNCTION CONTROL MOTOR under TESTING. If function control motor is bad, replace function control motor. If function control motor is okay, disconnect 13-pin connector from heater control panel. Using ohmmeter, check continuity of Blue/White, Green/White, Yellow, Yellow/Red and Yellow/Blue wire
between 13-pin and 8-pin connector. See Fig. 7 . If continuity exists, go to next step. If no continuity exists, repair open circuit in affected wire(s).

5. Using ohmmeter, check continuity to ground on Blue/White, Green/White, Yellow, Yellow/Red and Yellow/Blue wire between 13-pin and 8-pin connector. If no continuity exists, go to next step. If continuity exists, repair short in wire to ground. See Fig. 7 .

6. Using ohmmeter, check continuity between Black wire and ground. If continuity exists, replace heater control panel. If continuity does not exist, repair open in Black wire to ground.

FUNCTION CONTROL MOTOR
Connect battery positive to terminal No. 5 of function control motor. Connect battery negative to terminal No. 1 on function control motor. Using jumper wire, connect terminal No. 1 to terminals No. 2, 3, 4, 7 and 8 consecutively. The motor should run each time connection to terminals is made. If not, replace function control motor. See
Fig. 7 .
