these cars had a lot of problems with wires getting pinched or cut inside of the tilt steering coloumn,which is a solid tube,there are also problem with the multifunction switch in the column.you most likely will need to replace the column.but the only way to be sure is to have it diagnosed by a competent tech.you could try to wiggle the column and see if anything starts to work.the window is probably just a coincedence.
