get a thin screwdriver and see if you can trigger the lock, look how the striker on the boot frame hits the lock, see if by pushing the lock in the same manner triggers the lock, if not the lock may be in the locked position already or it is faulty, if you can trigger the lock it may just be an adjustment problem.
