surging issue

Hi, I have a 1989 crown vic with 130000 miles in it. Recently the alternator went out. I replaced it without any issues. However, since I replaced the alternator the engine surges up(200-300rpm )(no tach) and down quite a bit when cold. However when the transmission is put into drive the engine idle smoothly. It stops the surging when it warms up. I beleive that there maybe an issue in the choke of the motor. I also cannot get it to pass Oregon DEQ. eventhough I just replaced the oil, cap and rotor. Next step maybe plugs and wires. But I have a feeling the root problem has something to do with this choke issue. I appreciate the help.

Check for vacuum leaks and check the IAC to see if it is working properly.

i would suspect a vacum leak,double check your work and make also make sure al;lsure you didn't knock any hoses off or leave any off by accident.also make sure all plugs are plugged in.
