window solenoid

I have a 1989 ford bronco xlt 5.8 and my tailgate window will not work. i traced the line going to the solenoid window motor and was getting 12v. The solenoid motor is attached to a gear which actuates the arms for the window. I took the solenoid out, opened it up via the two top screws and cleaned the copper that the spring loaded contacts touch when engaged. I tested it again and still nothing. I was wondering what kind of tests I could do(multimeter, etc.) and how to solve this step by step. You guys have been a great help in the past so I am sure you can help me.

no there is no sound

ok. just wanted to rule out the most common problem with ford window motors(there are 3 plastic slugs that get torn up in the gear)

I know you checked for 12 volts, but did you check for ground at the wires?

yes and i removed the solenoid and attached directly to 12 v. and it still did not work

ok. nothing else for you to try to diagnose it.
It's deadk.

you can buy reman motors for less than $40.

Okayyy So I got the solenoid to work and tested it by jumping it on a 12v car battery. Now when I put it back in it does not work. I am getting 12v all the way leading up to the solenoid for + wire. Here is the thing as well. When you put in the key to the tailgate the up and down switch operated via a single pole dual throw. So when I turn the key to the left one of the throws is engaged and I get 12v. When I turn the key the other way (Right) I get no voltage. What the hell?
