1989 Chevrolet Camaro starting

I Have An 89 Chevy Camaro 5.7 Tpi. The Problem Im Having Is That The Car Wont Start/crank. The Battery Is New And Fully Charged. When I Turn The Ignition I Can Hear The Starter Solenoid Click Once But It Doesnt Engage. The Vehicle Is Equiped With The VATs System And The Security Light Turns On When I Turn The Ignition To On Position Then Turns Off. Not Sure If That Has Anything To Do With It. I Removed The Starter And Had It Tested At Autozone And It Passed. Could It Be A Nuetral Safety Switch Or The Ignition Switch?

Do me a favor. Have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. In the start position, it should get 12v.

Also, make sure all grounds and battery terminals are clean and tight.

If you are getting 12v to the solenoid with the key in the start position, have a good ground for the starter, and 12v to the starter directly from the battery, then the starter has to be bad. My guess is that there is a bad solenoid in the starter.
