unable to turn on windshield wipers. switch arm is on steering wheel side .car has been sitting for 3 years
however the wipers worked fine then. washer fluid is full. ===================================================================================================================================================================================

Start simple and check fuses to make sure none are bad. If they are good, then we need to check to see if there is power getting to the wiper motor. If there is, the motor is most likely bad. If there is no power, the wiring will need traced to determine where the loss of power is located.
