tried everything to no avail

i have a 1988 ford tempo and replaced the fuel tank i cannot get the strap back onto the stud ive lifted the body from the frame and still dont reach

how far is it off? my repair manual shows bolt not stud? it has to be in just right. you can use small sheet of wood and jack tank higher to get it to reach. i've done that before.
