emergency brake left rear

I have a 1988 dakota 4x4 and the left rear brake is grabbing after setting and releasing the emergency brake. Do I need to get a brake adjusting kit for the left rear? or what do you think the problem is

Maybe cable siezing in sheath soak with penetrating oil. Pull drum lube parking brake hardware
