1988 Chevrolet Styleline Deluxe windshield wipers operation problem

The wipers go on and freeze and then when shut off and on again they stop in various positions rather than at base of windshield.

Chevy uses a pulse board there wipers have for years when it goes bad the wiper do pretty much what they want. I would say check that.
