1988 Buick Electra Car won't start

When I turn the key to the on position, I hear the fuel system working but, the car not
making a sound, I can start it from underneath but, not from the ignition and, the security
Light keeps flashing but I have a key with no chip.

Try to disarm the system by unlocking the passenger side door (from outside using the key).
If this works the vehicle should start [assuming that the SECURITY system at fault].
If so, check for an open circuit in the wire leading from the door lock cylinder on the drivers' side.
