complete brake job done ,rotors,grond drums,pads brake shoes,master cylinder power booster ,bled all linesstill will not stop good,will not lock tires. does not have anti-lock brakes

are the calipers sticking? are they free in ther mounts? what kind of pads, soft compuound or ceramic? are the shoes adjusted properly?
