Terrible Whining Coming From (What sounds like) Dash or Front of Car When Driving.

Hello,

Its done this before i went to the mechanics.. and after, its starting up again. Its real strange.

So, i bought this car from my friend (and it worked beautifully) He loved the car, but he wanted to get a 80's Camero..

Anyways, When i was driving back home.. All of a sudden! The car started to make this terrible whining sound!
But, only when the car is in motion. Does not matter if i am accelerating.
It starts around 40mph, and gets louder if you move faster.

What the heck could it be?
