Could a non torqued clutch plate cause crank pulley to feel seized

Could a non torqued clutch plate or non bleed slave cylinder cause crank pulley to feel seized as cranked by hand; after install?

engine hard to crank by hand
1/2" drive torque wrench & 19mm pulley bolt
because slave cylinder not bleed?
because clutch plate not torqued enought?
because clutch not aligned correctly w/install?

Just installed a 22R toyota 4cyl...that is, lowered it w/come along in pole shed & sinched flush to the bellhousing after hookin up with the two engine mounts; flush enough to install starter but don't wan't to crank the remote switch or ignition because the engine is hard to crank by hand. Thought it might be the clutch no aligning right...what else???

closed the gap between the bellhousing-to-plate after pullin it together by sinchin bolts but couldn't get a visual on the spline shaft engaging the clutch disc... who know why this thing is turnin like it use too?

Use leverage to depress the clutch fork to allow the clutch disk self center and retry.

Ensure the transmission is set to neutral first.
