engine rotates but no start

This is most likely a fuel or spark issue. So, we need to start with finding out what we have and what we do not.

Due to the fact that this should have a carburetor, just remove the air cleaner and put the accelerator and see if you have fuel spraying in the intake. If not, use starter fluid and see if the engine kicks over.

If it does then the fuel pump has failed or there is a clog.

Next, we need to pull a spark plug and hold it against the block to find out if we have spark.

If we have no spark, then we can track that down, but I would start with a fuel issue as that is more likely.
