1986 Buick Electra brakes wont tighten up

1986 Buick Electra. I changed the pads and bled the lines and the brake still wont tighten up, and there's brake fluid in the reserve ...what could be the problem?

Did this start after you put the new pads on? Check the pads to see if one is not on right. Bleed one brake at a time, bleed the brake until you are sure there is no air in it, then proceed to the other one. One time I had one that I worked on for a while and had to keep going back and forth between the two until all the air was out.
