Rocker shaft bolts torque to 16Ft/lbs (22N/m) if turbo engine bolts 9&10 torque to 6ft/lbs (8N/m)
Head bolts are done in 2 passes first to 61Ft/Lbs (83Nm) then 72Ft/Lb (98Nm)

They are the small pieces of arms on top of the cylinder head. You can see them when valve cover is removed.

First thing is what are you trying to do? Where did you get the idea that you need to be tightening the head and rocker arms etc?

Have you installed the cylinder head and tightened it?
Since I don't have any diagrams to show you, how about you posting some pictutres of where you are and the components you are installing now?
When disassembling the engine, did you not note the way things were?

The camshaft bearings are numbered and faces the front of engine with the arrow. they must be installed in the corect poaition and direstion.
When instaling, ensure the camshaft is in the correct position, failing which you might damage the valves when you install the rockers. To be safe, turn the pistons away from TDC first.

When installing the rocker shaft assy, ensure each arm is seated correctly on the valves and do not force then down by tightening the bolts. Tap on the tightening points umtil they are as flush as possible and evenly tighten them donw, ensuring you do not need much force and after all bolts are flush, torque them accordingly.
