How do I adjust the fast idle solenoid on a 1985 Ford BroncoII with 2.8L V6, 2150 carb, and EEC-IV ?

I'm working on my 1985 Bronco II and trying to get it to pass the Colorado ewmmissions test. I had a new engine upt in it about 4 years ago, and didn't have to worry about emmissions until the State of Colorado reinstated the testing this year. I've worked with the mechanic at the Colorado Air Program and gone through the EEC-IV code checks and worked through most of them, but I can't find the procedure for setting the fast idle adjustments for the Fast idle solenoid (which is electronic and communicates with the PCM of the EEC-IV system), so the PCM generates a trouble code that the mechanic says is a IAC out of adjustment. It's up to me to find and fix this, and I've gone through the test procedures for all the other IAC components, and the idle doesn't go up when the choke is on during the warm-up cycle. Could you direct me to a document or website where I could download this procedure?

it is not actually a carb. it is injected with a throttle body. the iac motor is not adjustable. the pcm idles up the engine cold and steps it down to base idle.
you can adjust the base idle by disconnecting the iac and setting the base idle to 550 rpm. then re connect the iac and see what happens.
