on 318 in van w carb. & auto trany. I have replaced ballast resistor, modular, voltage regulator, pick up coil, ignition coil, starter relay and starter, The only fire i have at the coil is when the ignition is turned off or on, could this be a bad EGR timer? or is something unpluged?

You're looking at parts in all different circuits and systems. Now you're after the EGR system? Lets stick with the lack of spark which I assume is what you mean by "fire". If you only get a spark when you turn the ignition switch off, that is what's breaking the circuit. The module is supposed to do that during engine rotation when it gets pulses from the pickup coil. The first thing to look at is the air gap of that coil. Did you set it with a non-magnetic feeler gauge? It is supposed to be .012". Do you have one or two pickup coils in the distributor? If there's two, there's a relay that switches between them. That relay could have pitted contacts. Have you checked if the distributor shaft is actually turning? If it is not there's a problem with the timing chain.
