fuel system problem

I have an 83 Dodge D-150 with a 225-6 and 1 barrell carb. It won't start unless I pour gas into the carb. I have replaced the fuel filter, fuel pump, and had the carb rebuilt by a reputable mechanic. It still will not start unless I pour gas into the carb. What else do I need to look at?

ACCELERATOR PUMP
Place throttle lever in curb idle position. Make sure accelerator pump rod is in correct hole.
Measure accelerator pump distance between inner side of tab to outer side of radius.
To adjust, bend accelerator pump operating link.
The Holley model is an "Electronic Feedback" type carburetor. The carburetor is designed to maintain an air/fuel ratio within specified limits to allow the catalytic converter to operate effectively. The carburetor is controlled by the Spark Control Computer.
The carburetor includes 4 basic fuel metering systems: idle system, main metering system, accelerator system and power enrichment system. In addition to these 4 basic systems, there is a fuel inlet system and choke system.
