'83 BMW 733 Idle Problem

1983 BMW 733i at running temperature and when in neutral, engine revs up then down. I have replaced the idle air motor but the problem persists. Any ideas.

Replacement of the idle control module may be required. The throttle position switch is also going to need to be properly adjusted. When the ICV was replaced, was it a used part? It may also be questionable if it is used.

The ICV was a new part. I'll put in a new ICM and mess with the throttle position switch. Thanks.
