my speedometer is not working

i have an 82 monte carlo and my speedometer doesnt work i have put in a new cable a new gear that the cable sleeves into on the tranny tested my speedo and it works the gear on the shaft of the tranny looks good doesnt move isnt missing teeth and my speedo doesnt even twitch
any help would be nice

remove the gear in the bullet and see if the gear is dished in the middle. it may look good but may not be turning at all.

id have to drop the transmission to do that is there anyrhing else i can try first

no you dont. remove the cable and remove the 10mm bolt and pull out the bullet

ives tried to move it and it wont budge and it the style thats right on the main shaft in the tranny so it is moving

i have already replaced that gear and the cable
im talking about the govenor in the transmission
