No power at starter?

I have the car listed above Mark V in Mark VI that I that I cannot get no power to the starter. I couldn't put a new Ignition module and ignition switch. I took the starter out and the starter is good. I have - lights on but when I turn the key nothing happens, I also put a new battery in it. Any help would be much appreciated.
