The turn signals don't work when the headlights are on. Any ideas why?

We just got the car back from a MAJOR body overhaul and new paint job. We shipped it to Germany where I'm stationed. The body folks stripped the car down to paint it. When it got here to Germany, the turn signals work fine, except when the headlights are turned on, then they don't work. Also we noticed the "clicking" noise is gone when the turn signals are turned on and working. Where should we start to fix this? One person said the turn signal switch on the steering wheel should be replaced. Any ideas would help.

Have the turn signal switch and flasher unit checked/tested-also the TS fuse
