Sometimes a fuel pump will humm/buzz but its not producing fuel pressure -check the fuel pressure with a fuel pressure tester if its within specs

Disconnect the fuel hose at the fuel filter and slap on the gauge and read the fuel pressure and get back with the readings

Fuel pump pushes/draws fuel it depends on howow the fuel system is set up-could be high and low pressure pumps, again it depends
