1970 AMC Javelin Main bearing stud

I'm rebuilding my AMC 360 engine. I had the machine shop send me back a short block with arp main bearing studs. I found out that in order to install the oil scavenger I have to remove one of the #3 bearing studs. Do I have to loosen both bolts or can I just remove the one bolt and leave the other one torqued?

if you are not taking the stud out then loosen the one and then retorque it after you've installed the other part.
