1967 Ford Mustang Steering wanders when centered

Steering wheel moves 5 -10 degrees from center before car starts to change direction at moderate to highway speeds. All suspension components (tie rod ends, ball joints, etc. are new). Steering gearbox nut tightened to the point (with the engine not running) where some resistance in noticed. Power steering pump not replaced (yet). Is there some adjustment that needs to be made to the p/s cylinder (it was taken apart and cleaned) and if so, where is the best place to start? Any other thoughts?

If all steering components are tight, then the problem has to be coming from the gear.
